ทรงให้ตราระเบียบการปกครองขึ้นใหม่ แยกหน่วยราชการออกเป็นกรมกองต่างๆ จากเดิมมี ๖ กระทรวง และได้เพิ่มอีก ๔ กระทรวง รวมเป็น ๑๐ กระทรวง ในส่วนภูมิภาคทรงให้จัดตั้งมณฑลเทศาภิบาลขึ้นเป็นครั้งแรกและให้อยู่ในความดูแลของกระทรวงมหาดไทย ด้านเศรษฐกิจและการคลัง ทรงให้มีการจัดทำงบประมาณแผ่นดินขึ้น โดยทรงให้แยกเงินแผ่นดินและเงินส่วนพระองค์ออกจากกัน และทรงให้จัดตั้งธนาคารขึ้นเป็นครั้งแรก คือ ธนาคารสยามกัมมาจล ด้านการศึกษา ทรงให้ตั้งโรงเรียนหลวงแห่งแรกขึ้นในพระบรมมหาราชวังจัดการเรียนการสอน แล้วขยายออกไปทั้งในส่วนกลางและส่วนภูมิภาคเพื่อให้ทั่วถึงประชาชน ทำให้การศึกษาของไทยได้รับการพัฒนา ด้านการต่างประเทศ
